Terms of service and user agreement

In effect from October 21, 2026 · The Mongolian text is the binding one.

These terms (the “Terms”) are the standard terms that govern the rights, duties and liability of the TSOGTS.MN platform's operator, Төгс форматив бридж ХХК, and its users, the rules for listings, paid extra services and other matters of using the platform (Civil Code of Mongolia, Art. 200–202). Please read them before you sign up. This is a translation; where it differs, the Mongolian text applies.

1. General

TSOGTS.MN is a digital platform where people looking for a service and people offering one exchange information, publish listings and get in touch. The platform is run by Төгс форматив бридж ХХК (the “Operator”).

The platform is not a party to any contract for work, services or anything else between a provider and a client. Their relationship rests on their own agreement.

These Terms apply together with the Privacy policy and the “Prices” page. Where the documents differ, the term that complies with the law and favours the user applies.

The contract is made when, signing up, the user marks that they have read and accept these Terms and the Privacy policy. Both can be read in full before accepting. Someone who hasn't accepted the Terms doesn't use the services for account holders.

Where a term is unclear, it is read in the user's favour (Civil Code, Art. 201.1).

2. Definitions

  • “Platform” — the tsogts.mn website, its mobile version (PWA), and the related software and information systems.
  • “Operator” — Төгс форматив бридж ХХК, which owns and runs the platform.
  • “User” — a person or legal entity who visits the platform, signs up, views or publishes listings.
  • “Provider” — a user who has published a listing of their work or service.
  • “Client” — a user looking for a service through the platform and contacting a provider.
  • “Listing” — an offer of a service: description, price, place, photos, contacts.
  • “Post” — a user's publication with photos or video.
  • “Request” — a client's request for work sent to a provider.
  • “VIP listing” — a listing highlighted and shown above others for money or TsogtsCoin for a chosen number of days.
  • “TsogtsCoin” — the platform's internal bonus points (section 8).
  • “Verification” — checking a phone number through the system of an authorised third party such as Verify.MN.
  • “Personal data” — information by which a person can be directly or indirectly identified (personal data protection law).

3. Users and accounts

People and legal entities (organisations) may sign up. A person signs up with their own details; an organisation through an authorised representative, with its name and registration number. Whoever signs up an organisation must be entitled to represent it and, if asked, show it.

You must be 18 or older to sign up. People under 18 can't sign up or use the platform.

Users give true details and update them when they change. One person, one account. The sign-up form shows what each detail is for and whether it is required.

Users keep their password, phone number and verification means safe. Using someone else's account or number without permission is not allowed. If you think someone else uses your account, change your password at once and tell the Operator.

An account can be deleted at any time: “My account” → “My data”.

4. Phone number verification

Phone numbers are verified through Verify.MN: the user sends an SMS from their number. The user's mobile operator charges for the SMS (150₮); this is said before it is sent.

If verification through the national ID system DAN is added later, users will be told in advance what is sent and received and why, and asked for consent.

A successful verification shows only that the number is the user's. It isn't a guarantee of their skills, the quality of their services, their ability to pay or their reliability.

Outages of third parties' systems or networks may stop verification for a while. The Operator then takes reasonable steps to restore it.

5. Free features and listings

Signing up, searching, viewing listings, contacting providers and sending requests are free. Each account publishes a set number of listings and posts free; the number is on the “Prices” page. Deleting a listing or post doesn't give back the place used.

Whoever publishes a listing is responsible for its content, truth, rights to the material and lawfulness. Not allowed:

  • unlawful goods, work or services; activities that need a licence, without one;
  • false, misleading or fraudulent information, listings in someone else's name;
  • others' works, photos or personal data used without permission;
  • pornography, violence, incitement to hatred or discrimination;
  • hidden advertising, spam, the same service posted many times;
  • content that endangers the platform's security.

The Operator isn't obliged to check every listing in advance or verify that services are real. But where a breach is found, a well-founded complaint comes in or an authority makes a lawful demand, it takes the measures in section 13.

Don't write sensitive details about yourself — health, faith, sex life — in requests or reviews.

6. Providers and clients

The platform is a technological intermediary where the parties find each other and exchange listings and requests. The parties agree between themselves on:

  • the kind of service and the scope of work;
  • the price, how and when it is paid;
  • when the work starts and ends;
  • quality, result and acceptance;
  • materials, equipment, extra costs;
  • guarantee, fixes, returns;
  • cancellation, damage, settling disputes.

The platform isn't a party to their contract, an agent, employer, co-contractor or recipient of payment for the main service; it doesn't agree prices for providers, take, hold or split payments, accept work or give guarantees.

A client's phone and address (if needed) in a request are seen only by that provider. A request left unanswered for the set time closes automatically; either side may cancel a request under the platform's rules.

Before ordering, users check the other side's details, price, skills and licences themselves. The verified badge, ratings and reviews are for information and aren't an absolute guarantee of quality, lawfulness or ability to pay.

8. TsogtsCoin and rewards

TsogtsCoin are given for activity: completed tasks, successfully finished jobs and the like. They are the platform's internal bonus points, not money, a deposit, a security or electronic money, and there is no duty to pay them out in money.

TsogtsCoin can be used only for the platform's extra services (VIP, places for listings and posts). They can't be bought, transferred to another user, cashed out or used outside the platform.

Getting rewards by deceit — fake accounts, automated actions, others' rights — isn't allowed; points got that way may be taken back by the Operator.

Changes to the rewards programme are announced in advance. Points already given aren't cancelled at will — only under the published rules, for fraud, a technical error or another lawful reason. When an account is deleted, its remaining points lapse.

9. Limits of liability

To the extent the law allows, the Operator isn't directly liable for what comes of the parties' own dealings: a service not given, given in part or badly; disputes over the price, an advance or the balance; missed deadlines; a provider lacking skills or licences; broken agreements; harm caused by these.

The platform's working may be affected by the internet, power, third parties' systems (payments, verification) and other things outside the Operator's control.

These Terms don't free the Operator from its duties under the law, from liability for its intentional acts and gross negligence, or for data security breaches; it takes and handles complaints about the platform. Nothing in these Terms limits users' rights under the law or their right to turn to the authorities or a court.

10. Users' duties and prohibited actions

Users give true details, follow the law and these Terms, don't infringe others' copyright, trademarks or personal data, and don't disturb the platform's working. Not allowed:

  • signing in to someone else's account without permission;
  • deceiving others, taking money as an “advance”, publishing false requests, reviews or listings;
  • getting TsogtsCoin, free places or rewards by deceit, creating fake accounts;
  • breaking into, attacking or loading the platform's systems, data and servers, bulk-downloading data with programs;
  • getting round its protection, payment or verification systems;
  • collecting or sharing others' personal data without consent, insulting or threatening others;
  • anything else that breaks the law or others' rights.

11. Reviews, comments and users' content

Users are responsible for the truth and lawfulness of what they publish. False reviews, insults, defamation and publishing others' personal data without consent aren't allowed. Reviews must be based on real experience.

By publishing content, users give the Operator, free of charge, a limited right to keep it on the platform, show it, include it in search and process it technically. Ownership and intellectual property rights don't pass to the Operator; the right ends when the content is deleted.

12. Personal data

Personal data is processed under the Privacy policy and the personal data protection law, only as far as a specific purpose needs. Users' data isn't sold or disclosed for advertising.

Users may see their data, get a copy, correct or delete it and withdraw consent — under “My data” or through the e-mail in section 19.

13. Hiding listings, limiting and ending accounts

The Operator takes measures only on these grounds: a breach of sections 5, 10 or 11; a well-founded suspicion of unlawful activity; infringing others' rights, fraud; a security risk; a lawful demand from an authority.

Measures: limiting how a listing is shown, hiding it, suspending paid features for a while, limiting, temporarily closing or ending the account.

Unless the law forbids it, the reason and how to put it right are shown under “My account”. Users may explain and ask for the decision to be reviewed through the contacts in section 19.

Users may delete their account themselves; paid services, TsogtsCoin, unused places and keeping data are then handled under these Terms and the Privacy policy.

14. Complaints and disputes

Send requests and complaints about the platform, accounts, listings, paid services, TsogtsCoin or personal data to the e-mail in section 19. Where needed, add the account, a link to the listing, the payment details and a description of the problem; never send passwords or verification codes.

We reply within 15 working days of receiving a complaint.

Disputes between a provider and a client over the quality, price, payment or doing of work are settled by them; unless the law obliges it, the Operator isn't bound to settle such disputes or pay compensation.

Disputes are settled first by agreement. If that fails, users may turn to the consumer protection authority or a court of Mongolia.

15. Intellectual property

The platform's name, logo, software, design, structure and database are the Operator's intellectual property. Copying, changing, distributing or using them commercially without permission isn't allowed.

16. Changes to the Terms and services, technical outages

The Operator may change features, prices and these Terms for security, technology or changes in the law. Changes that affect users' rights, paid services or data processing are published before they take effect, and every signed-in user is asked to accept them again; the new version applies from acceptance.

A new version never lowers users' rights under the law, changes rights and duties that already arose, or worsens the terms of services already paid for. A user who doesn't accept may delete their account.

Maintenance, network failures, cyber attacks and the like may interrupt the service for a while; the Operator takes reasonable steps to restore it.

17. Force majeure

Being unable to perform because of circumstances outside the parties' control, which couldn't be foreseen or overcome with reasonable measures, is judged under the law. The party facing them tells the other within a reasonable time and limits the consequences. This doesn't cancel payment or data protection duties that already arose.

18. Governing law

These Terms are governed by the law of Mongolia. If a term is found not to comply with the law, the others remain in force. Matters these Terms don't cover are settled under Mongolian law.

These Terms apply from the date shown at the top of the page.

19. Contacts

The Operator's name, registration number, address and e-mail are shown at the top of the page. Requests about personal data go to the same e-mail.
